-I had saw @H3llRaiser 's comment on game functionality on the wiki post, but was disappointed to read the game status here as "nothing". I decided to put it to the test...

The game boots up perfectly fine, but only on PCSX2 revision 0.9.8.

CPU: Intel Core 2 Duo 2.5 GHz
GPU: NVidia Quadro FX 3600M 512 MB

Comments:
NASCAR 2009 was destroying the EmotionEngine.

Bugs:
The entire UI/Menus flicker, so use blend bff interlace to fix. Menus seem just fine, sound too. 3D models when choosing cars seem normal, but when in-game, the cars are missing textures. There may be a fix, haven't done much work in the emulation settings.

We don't really take old versions as compatibility tests, however if you could try spu2-x and possibly the NULL plugins on 1.2.1, that would be an interesting test.

I could NOT test NASCAR 2009 without running into "DMA ch.1 does not terminate" (1st image) errors all the time, and for some reason I cannot bring 0.9.8's GSdx plugins into 1.2.1 (2nd image).

This game was actually broken on 0.9.8. It boots but only in hardware mode, GSDX was a bit more forgiving back then it seems, but now it doesn't like the bad data it gets sent.

Hmm... That explains so much. Learn something new every day. Least I know now not to waste my time on it.

Although you are right about software mode, it only brings a "... has encountered a problem and needs to close" message.
