Is not. AMDs overall are very weak for PCSX2. And you didn't mention your GPU.

Although as I don't have (and will never have ) this game, this is the only help I can offer you.

There are ways to make things run faster like frame skipping, but its not as smooth as you might think. The CPU is pretty weak, ram should be fine, you didnt list a graphics card.
