What do the EE/GS% numbers say at the top of the emulator when you get slowdowns. Are you running at native resolution and what OS are you using?

doesnt matter, his graphics card isnt strong enough, he can only do PSX emulator, and certain not so demanding PS2 games with lots of glitches.

it's your video card pretty low in bandwidth rate of 64bit but Phenomental cheap....that was causing the slowdowns.
don't expect miracles on it.

id recommend the ATI Diamond Series they are around $80 and arent that bad at all. presumably about $100 is enough to scrounge up a boss graphics card, or processor.

Enable and use Speedhacks.
Try the Preset options on the bottom of the Emulation Settings.

Use a low D3D Internal resolution by adjusting it in the Video (GS) Plugin Settings....
Consider the PS2 Original resolution by checking the Native box.

30 fps is really poor for a dual core. I remember running the intro native with all hacks but real fps of 40 on a single 2G athlon. even the graphics card should be better than my old one. x800 with 256bit ddr2. should it?

there's really only speed hacks to turn on. and don't newer pentium duals even support SSSE3. dunno if this helps tho.
