Need help running .hack//Infection...

I get good speed when I'm in a field, but the framerate drops every time a cutscene starts, I enter a new room in a dungeon, or when I'm in a town.

Both your CPU and GPU are slow for PCSX2. You also seem to be using quite some speed hacks, so I don't think you can do much more...you didn't post your GSdx configuration which is also important
