your cpu isn't up to the par.
unfortunately, bulldozer architecture has been proven to be a real pain in the ass when it comes to intensive single threaded applications like pcsx2

@willkuer: not everyone activates their copy of windows. The laptops my school give to students don't have activated windows or MS Office.

What settings do I change then? What do I do?

Like jesalvein said your cpu isn't up to par for those games and their isn't really much you can do other than upgrade.

Lol I just bought this PC less than a month ago for $1000? Included with an extra fan and a 1TB harddrive. So I don't think upgrading is a choice. But if there are any settings I can toggle to maybe enhance the experience, that would be great. How much are the regular PCS to run all these games on 60fps constantly?

Mine was $800 after tax though it only has a gtx 650 and doesn't run all ps2 games at full speed. You could try overclocking and using speedhacks.

I'd say around 50$ on ebay.
They are called "PS2"

Tbh, no actual pc is capable of this.
