i tried that earlier, but no use
i got ~40 fps in menu, but ingame fps is the same ~20

that EE near 100% means your CPU is definitely struggling.
apart from getting a stonger one, not much you can do to make the game run better.
Or you could simply kep playing on your PS2 until you get a better CPU

ur specs are low-end and please don't expect full speed whatsoever.....the intel gma 950 is crap.....i had it like 5years back...its useless as hell.....u should definitely consider a upgrade if u seriously want to run games using pcsx2
