The only legal way to obtain the web installer is through Microsoft's website, and so that's the only advice we can give you here. This is a public forum, and we have a rule that we don't discuss or support software piracy.
For that matter: If your Windows XP is genuine, then yes reinstalling XP and running the Web Installer will also solve your problem, and is the recommended course of action until you can get yourself a legit copy of Vista.
