New and need lowest settings possible

Im new to pcsx2 and i have all the normal settings on lowest possible
i see theres a way of putting in codes into it but i have no clue how to do that 
plus if theres any plugins to the emulator that would be cool too
Im trying to get scooby doo unmasked at 60fps so i can speed run the game, so if theres any codes that can help improve the fps that would be great too.
My rig is 8gbs of ddr 3 ram/intel hd integrated graphics/ and an CPU Intel® Core™ i3-4030U CPU @ 1.90GHz

sorry, but that CPU won't cut it whatever you do.
its STR is definitely too low

Would over clocking it to 2.60gz help?

that would help getting to 30 fps instead of 20.
but i wouldn't recommend overlcocking an U cpu
