i get up to 40% - 52% of FPS im playing naruto ultimate ninja 4..
here is my system:
Intel Pentinum 4 CPU 3.40GHz 3.42GHz
264MB Video Card
2.00GB RAM
Windows 7 Ultimate..
Now i am using pcsx2 0.9.6 with pcsx2 0.9.7's plugins.. by using the new plugins it speed up a lot.. and i need 60 fps.. wich is 100% same speed as PS2

You will never get 60fps stable with that setup. Your bottleneck is physical, no software config can fix that.

I don't have that specific game but someone stated it has compatibility level 'ingame', your CPU is under specification to achieve full FPS at most games, you didn't specify your video card, I must assume it's onboard and so a no go.
This thread brings a sense of déjà vu. At the former you was already told about all this and more, hardly things will change.
