It ran perfectly a year back so would there be any different?
EDIT: Changed the AA but doesn't even make my fps higher.
Must be a processor issue? Oo

Did you try enabling some speedhacks yet? At 2.5Ghz there may be some slowdown without them.

you have to test them 1 by 1 and use only the ones that actually gave speed. also try putting both clamps to none.

VU/EE clamps
also setting AAx16 is definatly overkill. With IOPx2 and EE1.5 (setting 2) I'm constant max-fps except for Demi and Hellfire, but I'm also running on native

Try disabling vsync in the window options.
