Ok I have a compaq presario cq62 laptop here are my specs.
RAM:3.00 gigs.
Processor:AMD Athlon™ II P320 Dual-Core Processor.
Graphics:AMD M880G with ATI Mobility Radeon HD 4250.
Gaming graphics:1405 MB Total available graphics memory.
Primary hard disk:43GB Free (219GB Total).
Can my laptop run pcsx2? And if it can what settings should I choose?

Only the absolute least demanding games can be handles by this rig. Even less demanding than FFX.
Too add, what does this have to do with the site itself? This is best in a support forum.
OS: Linux Mint 17.2 64 bit (occasional Antergos/Arch user)
(I am no longer a Windows user)
CPU: Intel Pentium G3258
GPU: Nvidia GTX 650 Ti
