Okami has horrible graphical glitches

Video drivers maybe? Try updating those.

No,bios has nothing to do with bugs like these.
What is the CRC of your game? It seems your CRC is not detected by GSdx to remove post processing,thus causing the gfx bugs.

Same thing happened with me. Every time I did a full boot this occured, but fast booting did the trick.
