ok.
erase all the inis and instead of choosing system language when reconfiguring pcsx2, force it to english

hem.
you should find in pcsx2 directory a folder called "ini"
erase everything in it
then reconfigure pcsx2 from scratch, and instead of choosing "system" in the language selection (first window you'll get) select "english")

oh, I thought you were using the portable version
you'll find the inis folder in my documents\pcsx2

okay now everything is fine, i just have some lagging issues but i could ignore it
heres exactly what i did :
-downloaded the portable version + Required programs
-Extracted the files from the RAR to a Folder in my Local E:
-deleted "ini" Folder
-deleted "ar" Folder
then it actually asks me for a new language
so i choose english and now it even saves informations somehow
i posted this just incase someone else has the same problem
