Are you using windows 7 or windows Vista?

If yes, try running the beta as administrator (right click -> run as administrator)

the betas work fine with xp, vista and win7. try a clean reinstall, i.e. deinstall pcsx2 and delete the complete folder, but keep your bios, memcards and savestates. then install pcsx2 with the latest public beta installer.

There's something wrong with vcredist_x86 and that's you you can't run pcsx2.
The package is NOT installed but it says that it is installed.
After I download it from here and install it,pcsx2 is working.

btw for the newest beta you'll need to update your directx to august 2009
