PCSX2 Capped at 40FPS?

So I've been trying to setup PCSX2 on a new computer, but my FPS seems to be locked down into 40FPS, it meets the requirements and then some, my old computer could run games at 60fps no problem, but my new one seems to just be locked in at 40fps/67% speed, GS is only at 4%. My computer is a tower so I don't think it's a problem with the power saving, I tried changing performance issues for the video card but it didn't do anything. I tried the 1.4.0 release and one of the weekly builds but it still doesn't change. 

Please, any help on this would be really appreciated.

CPU: Intel Core i7 6700K @ 4.00GHz
RAM: 16.0GB Dual-Channel Unknown @ 1500MHz
Motherboard: ASRock Z170 Extreme4
Video Card:4095MB NVIDIA GeForce GTX 1070 (ASUStek Computer Inc)

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

Locked into 40 FPS is oddly convenient... I don't suppose your display is set to 40 Hz?

The Nvidia GPU display shows it as 60hz, but it could be the monitor itself.

check your task manager if your ethernet/wifi is busy downloading lets say 21M/S+ you will get slowdown on your emulator.
