PCSX2/HCTP On TV

Hello
I play hctp and I recently put it on my tv so hdmi cable from pc to tv and the game works fine it’s 100 speed but sometimes I can feel like this lag/stutter but the game speed remains 100 and works fine 
Just wondering how to fix this or what this is?

The tv I’m using is Samsung so any help?
Also when I put it on my tv maximum hz is 60

Saying your tv is Samsung provides zero help as Samsung does everything from microplastics to military artillery vehicles.

It could be some vsync or dynamic refresh rate your tv is doing. It could be any number of things. The tv could be trying to upscale or play with the picture. TVs sometimes have a "Computer mode" that disables a lot of internal stuff and just plays picture as is. You should look into that, though not every TV has that mode.
