PCSX2 Laptop

The first laptop you mentioned is a little outdated today. The 2630QM is available since the debut of Intel Sandy Bridge (2 years ago?). Its performance is still acceptable but the the clock speed is probably the lowest. The video card performance is of low-mid range class. It is reasonable at the laptop's price. However, I do not recommend it as the screen resolution is only 1600x900 at 17.3". If it were 15.6, then it were fine.

The second laptop obviously sucks.

You like i7 CPU, don't you?

At your budget, you could find an Intel 3xxxM CPU clocked at 2.2 Ghz at least. With dual-core, i3, i5, or i7 does not matter much. GeForce GT 630M or Radeon HD 7670M should be fine.

If you're living in the EU, Germany for example, then it could be bad. Laptops are pricey there.
