PCSX2 Netplay

Hello everyone, I came across https://github.com/alexsharoff/pcsx2-online the idea is wonderful, upsets that the emulator is out of date, it's not pleasant to play, there are a lot of glitches and artifacts. It would not be bad if this function was added to the current emulator.

We asked if he could help us implement his code in to the official version, he refused to comply, so no netplay, sorry.

He has a commit from August saying

FWIW, it has been forked and cleaned up recently. See this thread https://forums.pcsx2.net/Thread-PCSX2-Online-Plus .
