PCSX2 Slow frame rate

Hey, So I am having an issue playing Jak II. When I play it the frame rate is super slow. about 20 fps. When I open task manager and MSI AfterBurner My CPU is running at about 20% usage (On one of the cores the others aren't doing anything) and the GPU usage running at about 40%. Why would I be getting a slow frame rate if my hardware isn't even maxed out? Are there setting I need to allow pcsx2 to use up more resources?

My System
CPU = Intel i7 950
Motherboard = Asus P6X58D
RAM = Corsair XMS3 DDR3 2GB (x6)
Power Supply = Corsair AX1200W
Graphics Card = GTX 580 2-way SLI

Well my Hardware is:
CPU = Intel i7 950
Motherboard = Asus P6X58D
RAM = Corsair XMS3 DDR3 6X 2GB
Power Supply = Corsair AX1200W
Graphics Card = GTX 580 2-way SLI

I'm running PCSX2 1.0.0

The plugins I'm using are:
GS = GSdx 5334 (MSVC 16.00, SSE2) 0.1.16 [gsdx32-sse2-r5350]
PAD = Lilypad svn (r5282) 0.11.0 [lilypad-r5350]
SPU2 = SPU2-X r5324 2.0.0 [spu2-x-r5350]
CDVD = cdvdGigaherz (r4488) 0.8.0 [cdvdGigaherz]
USB = USBnull Driver 0.7.0 [FWnull]
FW = FWnull Driver 0.7.0 [FWnull]
DEV9 = DEV9null Driver 0.5.0 [DEV9null]

The video plugin is set to Direct3D11 (Hardware)

Other then that I have the defaults.

I have tried playing the game off an ISO and the DVD and the result is the same.

did you by chance disabled MTVU speedhack ?

Check make sure nvidia isnt forcing somthing like sli with PCSX ..it might be causing issues.

Other than that, try messing with the speedhack tab.
