PCSX2 Stuck on "Browser" and "System config."

Hi, i recently downloaded PCSX2 in hopes of playing some good old SOCOM Combined Assault. I downloaded an ISO on [snip] and have all the configurations correct. I select CDVD>SOCOM Combined Assault. Then i select plugin and run it on fast(When i try to load the game on iso it says "file not found" path:IsoFileSystem).It has the ps2 loading screen then it brings me to Browser and system config and i cant do anything but go back and fourth between the two. Can someone tell me a solution please?
