He's not being a smartass dude, it has nothing to do with Linux. The fact is that the Single Thread Rating (which PCSX2 is highly dependent on) is not up to par with minimum specs, most people want 60fps emulation. He was just referring to the reccomended standard of 1600 STP which you can find in various places/guides across the 3 PCSX2 websites.

I apologize for being so rude then and thank you for explaining that to me.

You'll run into the recommendation several times a day on here. I put common knowledge in quotes because it was used slightly tongue in cheek.
I can't say why it won't run on your hw, I'm running fedora 27 myself and it has functioned, albeit slowly from day one... My stp hovers around 1500 on my fedora box. Relax, we're not here to mock you, we're here to help.. and some times we feel it'd be negligent not to set expectations when hw may struggle.

I have decided to stop using Linux. It was giving me too many problems anyway.

Also, I did not compile this build. I just did "dnf install pcsx2".

Hum, it feel like an "old" version of PCSX2. It used to be either all optimization or only SSE2 for GSdx. Unfortunately I don't know what fedora did. It is strange. I would expect lots of issue if the build was AVX optimized.
