I just tried start emulator on my Asus Intellystick.
And got same error with ucrtbase.DLL.
Emulator's shell is working correctly, but if try start the machine - immidently crash. (
I re-installed Visual C++ Redistributable 2015 but its not helped. (

Kind of wish I had issues.. so I could help troubleshoot more
You said you upgraded to windows 10.. did you do the upgrade or did you do a clean install from install media?

1- make sure your os is up to date (run windows update)
2- give
the vc++ installer AIO a try
