I've got my pnatch file all sorted out, for example Persona 4, and check off Enable Cheats, no cheats. I've gone over several guides now. Am I missing something like assigning button context? I don't understand.

If you "check off" the option to enable cheats, then you're turning them off, soo it's obvious they will not work.;]
Generaly most common problems: -wrong Cheats(you have to have ones for your own game version and converted/created correctly), -file in wrong folder(have to be inside "cheats" subfolder inside pcsx2 dir), -file incorrectly named(format is game_crc.pnach, it must be your own game CRC code - which can be seen in pcsx2 log after running the game for example, and also it cannot have any hidden extenshion ie. commonly added in windows when improperly saving as text file ".txt" which by default is hidden), -pcsx2 also doesn't update the cheats automatically, you either have to move a slider in pcsx2 log window or restart/reload the game to see "XX cheats loaded" message to ensure they're updated properly. One of the list is most likely the case(assuming they aren't working if you check the option ON;]).
This shows up if there's no file to cheat with in PCSX2 and cheats are enabled:

Oddly enough nothing appears on the console window about cheats either.

Oh Saiki.. Saiki;] everyone knows you love to show as a guru of some sort, but I beg you, please read at least those parts you quote before replying to them. I don't say anywhere full restart is absolutely needed, and I do point into two even easier methods than your restarting pluging(reloading = savestate/loadstate = works and requires 2 keys to press, one if already having save / moving the slider in pcsx2 log = instant update with 1 click;]). Please just add your way without quoting the person next time, thank you for the future.:]
Oh and yeah just in case you didn't notice, the messages you posted as something which should show when 'no pnach file could be found' changed long ago in svn.;P @Op svn versions when not detecting cheats and cheats are activated shows a message: "No cheats found. Resuming execution without cheats..." Older ones show the thing like shown from that outdated guide;]. Anyway otherwise both new and older versions would post amount of cheats activated, there is a limit I forgot exactly how big of how many cheats per game can be activated at once, but I made pnach out of your cheats and it loaded just fine: Code: Cheats found! And here we return to your first words in this thread. System>Enable cheats must be "checked on", not off;]. It must have a tick to be activated. ===== Unless you use really ancient version like 0.9.6 or older, which had different pnach file usage, and frankly I have no clue now how it was and what messages it was showing and am lazy to check couse it's not even supported anymore. In case you do use any ancient one, couse I don't actually see you posting version of pcsx2 you're using, please just update to latest stable or svn version, don't use outdated ones nor downloads from any external sites as both ancient versions and unofficial builds aren't supported here and often simply broken.

Everything seems to be in order. Console even says cheats loaded and they still don't work.

Let me point this out. If I said "you need to restart your desktop to make X,Y, or Z apply", would you think about just logging out and back in? Or would your fingers instantly go after the restart button? Also, loading a state to enable cheats is a bad idea, you want the (I'm wording this carefully) PS2 to reprocess the entire RAM, and load it anew with these modifications. Sliders are in emulation settings in PCSX2, it's where you find presets and other features to change speed/compatibility for games

For the sake of example we're talking about Persona 4 since that's all I have cheats for right now. The only sliders in the emulation config are for speedhacks unless I'm missing something. If not which slider should I be looking at?
there is a presets slider, and there is EE and VU sliders in speedhacks. also, do you have patches (er.. gamefixes) enabled?
