PCSX2 input lag problem!

Question 
Hi all! I’ve been having this games in PCSX2 have input lag problem, some games I played before. 
I take this BLACK (SLUS-21376) as example, today I played it with powerful enough PC with latest PCSX2 qt. The input lag is always there, especially right stick for aiming, and my controller has no problem, tested and it has no lag on itself. 

So question, the input lag is the game’s original design, that it’s just actually developed this way? Or it’s my emulation problem? 
Either way, is there a way of fixing it?

you can try optimal frame pacing, but that's about it.
start the game on your real console to check out, but i wouldn't suprised it's by design

Hi! The frame rate is actually always ok, no graphic lag, but input lag is huge. 
The console is not with me now so……  Blush

still. it's probably the best way

I heard KillZone 2 on PS3 input lag is half a second by design! So a PS2 game can have input lag by design is not surprising.
Although I really wanna make sure about BLACK is by design or not?
And if it’s just by design, is there possibly a way to fix?

if you want to make sure, try on your ps2.
