By selecting "Direct3D9/10/11 (software)", GSdx will use its built-in software renderer, which will not use your graphics card at all, but your processor instead. any do the following :
1-check that there is n malewere that is using your CPU ( i have 1 )
2- put power plan to "high performance"
3- stop/disable/exit/end probosces of any Antivirus you have

Oh,about using software rendering,this fix the primal bug making it...playable but of course the framerate make a HUGE drop. (on my cpu at least)

How many FPS do you get?And with wich games?
Anyway,1.6GHz is a a really low clock speed so probably that's your problem.

Ps: "with Radeon™ HD Graphics" do you mean you have an integrated VGA? If so it's another problem.
Integrated graphic card have really slow performance,check this thread
