use DX11 HW as renderer in GSDX
enable recommended speed hacks and VU cycling up to 2
enable MTVU speedhack ( your EE is bottle necked it will work like a charm )
note : MTVU is only available in the latest SVN in the home page ( SVN means subversion early stage of a version even before beta )

why you're just fighting about templates and instruction sets not concentrating on the main problem
