PCSX2 not responding on boot (dev9?)

Could you check your task manager and see whether there's any strange behaviour on your cpu, ram usage while pcsx2 stops responding.
We're supposed to be working as a team, if we aren't helping and suggesting things to each other, we aren't working as a team.

Nothing that stands out to me, cpu goes up 3% for the second before the program crashes, memory goes up 5mb till i close the program.

do you changed anything in Video settings?
Core i3 9100f 3.6Ghz
RAM=8GB
nvidia GT 1030
pcsx2 version-1.3.1

Try running pcsx2 as administrator and check whether the problem persists.

Running as administrator didn't help.
I left all video settings default the first few attempts, tried different renderers in the video settings but nothing worked, tried the nvidia hack cus why not, disabled speedhacks, nothing.

You said, It worked before...Do you have any idea at what your last settings were, your windows version, any other knick-knack or pointers ??

I haven't changed anything on or in my PC since the format, i didn't have to change any settings to make the program work just resolution stuff to make it look or run better, never had this issue before.

Since this is a DEV9 issue, I suggest, You give this actual plugin in development a try, apart from that null/dummy plugin...
