I hate to disagree with you, but $700/$1300 is a bit much, especially if on a budget.

This would do fine as a budget desktop build for PCSX2. Throw in a $50 HDD, a $20 DVD-RW and as little as $50 for a GPU (that was a 9800 GT). That's under $500 and sure to do great with most games.

With laptops, look on Newegg or TigerDirect. I've seen laptops for as little as $800 (see here) that offer some good PCSX2 performance and has higher clock rates than the 720QM or 740QM. Not as good as the previously mentioned desktop (of course), but it's the next best thing to a $1500+ laptop with an i7 620M or something.
