Still not working. PCSX2 is definitely loading them but I have no idea if they are getting converted correctly or not. Here's what I came up with this time from the site you linked:

I really just wanted the Stealth (for both parts of the game) as I used to have all that on my old save card, but that was corrupted MANY years ago and didn't want to beat the game 1st (again) for it.
The widescreen patching is working, but no codes and I've tried several now from different sites. This is the 1st PS2 game I've tried using codes with, so I have no idea what's wrong.

Weird,I've never seen v1 codes to look that way(the original codes)but when I converter from v1 to raw,they look correct

There is one problem tho...I have no idea if pcsx2 support "C" type codes

I tried v1 in ominconvert and had the same number as yours, converted just the enable and stealth and still no go. Can't find any pre-made pnach MGS2 files either other than the wide screen hack.

Anyone can help me how to use it? I'm trying to get cheats for Nobunaga Ambition Rise to Power but I can't understand the given instructions. I'm so confused right >.<

I always use AR MAX for the input and MAXRaw for the output and these are the codes I get:

I have downloaded your program and I have the raw codes, but it's not working. I followed all directions as specified. I looked at the console and I kept seeing the message, "Overall 0 cheats loaded". Can you help me? The cheats were for Final Fantasy X, if that helps.

Most of them are not raw so no(not directly...you have to decrypt them first)
