You're using a VERY old version of PCSX2... Try the latest beta like KrazyTrumpeter05 said. You can use speedhacks and other settings to make the game run faster/smoother. Depending on the game you're trying to play, you may need to set the box in GSdx to Native resolution.
OS: Windows 7 64bit

Well, the guys computer isn't that decent..
1GB of RAM? Try to upgrade a little more. xD
Sufficient video card I suppose.
And Krazy suggested the 0.9.6 build. Larfin is suggesting the latest beta which is r1474 which can be found in a sticky thread somewhere here. xD
I suggest getting the latest beta. It's a bit unstable, yes, but is more compatible with more games.

Pcsx2 doesn't need a lot of RAM. it's more CPu/GPU dependant
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go
