Depends on the game and your PC, if you just want to play all PS2 games without problems a PS2 is still best. Not all games work well with PCSX2, and your computer might just be too slow to play some of them at a comfortable level.

Depends. If you want to play ps2 games completely legally you need a ps2. If you want to get support in this forum you need to own a ps2.

If you like nostalgia get a ps2 and a crt monitor.
If you like hd graphics and other neat stuff get a ps2, a nice pc and run pcsx2.

In both case, you need to buy a PS2 console anyways.

So, the best choice is to buy a PS2. Once you have your PS2, why not trying pcsx2 ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070

For clarity; you need the PS2 to extract the bios, and you need the PS2 games to make an ISO(or play from disc) to use PCSX2 legally.
