Tell why CPU PS2 just ~300MHz is better than newest PC'S CPU 2,3,4 cores and we dont get full speed 50 PAL and 60 NTSC FPS at PCSX?

and what is better PAL vs NTSC? for PS2 on TV 100HZ and PCSX2?
