Actually, now that I think about it.... the plugins folder might be in your Documents folder, check there just incase....

It's the other way around. The mentioned folders (bios, memcards,...) are under \my documents\pcsx2. The plugin folder is under \program files x86\pcsx2\plugins if I am not wrong.
