I followed your guide for the E1 tool, but it has not worked for me. Instead it just dumps a CHEATS.txt file that is blank. Any idea what I may be doing wrong?

Please check the size of your snapshot. It should be a bit bigger than 4Mb. If it is not, then it means your snapshot is compressed. E1 only accepts uncompressed snapshots (in no$psx : Options/Emulation Setup/Files/SNA File Format = Uncompressed).
