Do you mean cheat? Nowadays "patch" is reserved for special "fix" entries on the games database and used automatically when a cataloged game is started, so it's entry under the "System" tab should never be disabled (unless the user is well aware of what is doing).
The cheats are disabled by default, of course and then must be "Enable Cheats" under that same "System" tab.
PS: Notice that some special patches consisting in poking values into the memory are still to enter in a pnach file as a real cheat, albeit technically they aren't cheats.
