No. You need atleast a better graphics card. lol. Better a new Computer to enjoy it at fullspeed.

You could overclock your CPU, but I dont know how much it will help.
CPU: Pentium D 'Presler' 915 2.8 ghz 2x2MB L2 @ 3.5 ghz
GPU: eVGA [Nvidia] 8600GT 256MB SSC DDR3
Tested: FFX, FFX-2, FFXII, MGS3, KH, KH2, The Hobbit NTSC

That would help nothing. What he's missing is around 256 more MB of RAM which is kinda the basic footprint of PCSX2 and a graphics card with shader model 2.0 with somewhat fast VRAM which is also basic requirement. Also cause emulating pixel shaders via CPU is the worst idea you could probably have. It takes tons of time to render, so the CPU has even less time to run the VU stuff which is the most demanding portion of PCSX2.
