Pcsx2 Runs slow on my PC

Hi this is my first post and I have searched throughout the forums and can't find a solution to my problem.... first of all here's my specs.

Intel I3 2100 3.10 MGHZ
Ati Radeon HD 4550 512 DDR3
Micro Center 4 gb dual channel kit
2 tb hitachi hdd
ASUS P8H67-m Pro/CSM

Im pretty sure I have a good enough pc. Heres how i setup my PCSX2

for GS I selected the GSdx 4600 (MSVC 15.00 SSE41)
Pad i chose lilypad (r4510) 0.10.0 [lilypad-r4600]
SPU2-x r4779 2.0.0
CDVDGigaherz (r4510) 0.8.0 [cdvdGigaherz]
usbnull 0.7.0
fwnull 0.7.0
dev9null 0.5.0

Under GS when i press configure
I have tried both DX9 and 10 (hardware)
no interlacing
D3D INternal Resolution
I chose native PS2 Resolution (no scaling)
Logarithmic z
Alpha correction (FBA) Check marked
other two i left blank
I did not Check MArk Disable Frame Limiting
I have frameskipping only in turbo mode (f5)
skip 2 draw 2
everything else uncheck marked
I turned on speedhacks
enabled only INTC SPin Detection
ENable Wait Loop Detection
and mVU Flag Hack

Anyone Have Any Suggestions?

It's nice that you're able to list all your specs and plugin settings for us, however telling us the problem might also being of help ;p

yeah and which game(s) are you trying to play?
not all games are running with playable speeds.

Main Rig: i7-3770k @4.5ghz | 16GB DDR3 | Nvidia GTX 980 TI | Win 10 X64
Laptop: MSI GT62VR | i7-6700HQ | 16GB DDR4 | Nvidia GTX 1060 | Win 10 X64

Try enabling one-by-one all the speedhacks. Also, as said, what games are you trying to play.
Check the constant frame skip, and change the base framerate to 140%.

I'm lost without the specific game being named, myself.

That setup is nice, but some games will still run slow on it (as some still would on mine).
