Pcsx2 Screen keeps stretching out randomly

The screen will be normal then it randomly stretches down. It's a fast jump as if the game zooms in then zooms out in a second. It's random though sometimes it occurs in succession does this every 3secs. I play my games at 1920/1080 and I've never had this problem when I change it to software mode it does goes away.

I've changed the interlacing and with all of them it does the same thing it's never done this before until now. Any Ideas
