Pcsx2 stuck at 50 fps

Hello, so iam playing jak and daxter the precursor legacy, and for some reason the game is stuck at 50 fps , i have vsync turned off in nvidia options just to know , i followed this guide here https://www.youtube.com/watch?v=5RJYWPOCSi8 , game runs fine , except the frame issue. Any idea why this is happening? Iam also posting the emulog
