Hmmm....it would be better if you move PCSX2 directory to C:/User/[username]/ directory or any other else? Meddling with very root directory of C:\ drive might causing an issue.

Did you see any other errors like visual C++ runtime error etc.?

what you could do regarding this :
open a command prompt as admin, and copy/paste this :

dism /online /cleanup-image /scanhealth&dism /online /cleanup-image /restorehealth&sfc /scannow&shutdown -r -f -t 0
keep in mind your computer will reboot once you run this.
after rebooting, try pcsx2 again

Hi there. Run it. Rebooted. Tried pcsx2 aaannndddd... "Thread creation failure....." Again.
Really thought may have had it then. Thanks so much anyway. Anythinh else to try??

There are another possible solution:
1. Install latest Visual C++ redistributable.
2. Check BIOS file, make sure that you have proper BIOS dumps. Boot to BIOS and see if your PCSX2 installation could able to boot BIOS.

This wouldn't be related to the BIOS, this is a problem with GSDX opening.
Is there any way you can go back to a previous APU driver?
Edit: What if you try the SSE4 GSDX plugin instead?

Hmm im not sure if i can roll back. The thing is, i never did an update to the apu driver. And i dont think windows could auto update as its pretty much always offline.
Maybe boot into safe mode see if something works. Ill give that a try
