First, we do not give any support for SVN alpha builds. Second, if it's fixed in DX10 it most probably is not fixable in DX9. You get lower FPS because the textures are fixed probably.

would it be too much if i would ask for a good setup to play P3 FES?
btw: ich have the same problem with the latest beta (PCSX2 0.9.6 r1888 with march plugins)
it would be ok, if the setup is for the latest beta.
the problem occurs if i am running around the house or the dungeons but not in the fights, but with DX9 the fights are running with 40fps + (against the white monster) and with DX10 only 20fps or even lower

Your graphics card is murdering your speed, all you can do is check 'native' in GSdx.

i have it checked since the first time i started PCSX2 xD
so there are no fixes or patches ..
are there going to be newer plugins for DX9 or are you guys only code for DX10 now?
and i know that i need a better graphic card T_T

Ugh no first of all learn the history of GSDX:
It used to come in two versions GSDX9 and GSDX10.
The author of this plugin namely Gabest combined both and formed GSDX which enabled the user to select between DX9 and DX10.
The plugin that you are using is GSDX so development is continued on both of them until all the bugs are fixed but as i am seeing it's going to take a long time to work out bugs in both cuz some bugs which are present on DX10 hardware are fixed on DX9 and some bugs present on DX9 are fixed in DX10 so NO development will still continue on it.

no it wasnt to offensive ^^ now i know the history about it.
i just tought that they could have stopped the codinf for the DX9 because there is DX10/11 which is for many user better
well then i will continue to use DX9 because 20 fps are too slow
do you guys think i could do something in the nvidia control panel to have some more fps?
there are some options, but i dont know if they make a differenc in PCSX2 and which are usefull

20 fps are actually too many. Your graphics card is so slow no matter what you change, you will get very low speeds. Even native PC games will run crap slow on that 8100...

in dx9 i got even 40fps+ xD (in fights with montser which are white and so on)
normally 60fps.
i knew that i have a crappy graphiccard but so bad? that hurts ...
i mean i am able to play Tokyo xtreme racer 3 with 30 or more frames with it xD
but i got problems to play NFSU2 (PC Game) on standart settings
maybe i should ask later which graphiccard would be good enough to play PCSX2 on my system
but 1 simple question. is pal or ntsc better?
i mean shouldnt it be easier for a computer to emulate 50 fps than 60?

No, both PAL and NTSC need the same power to achieve the same FPS. You need at least a GeForce 9600GT class graphics card for decent performance
