Your Graphics Card itself has to support DirectX11. That said, it's easier for us to help if you post your PCSX2 settings.

Here, try THIS (for starters):
GSDX Plugin Settings:
- D3D9 (Direct X9 Hardware)
- Native resolution
- Texture Filtering
- Enable 8-bit Textures (optional, makes the 2D images look better)
- HW Hacks disabled
Core Settings:
- Do not activate Vsync
- Enable Frame Limiter
- Enable MTVU speedhack
IF YOU STILL HAVE SLOWDOWN:
- Mess around with the EE/VU Cycle speed hacks
- Try going D3D9 Software mode
IF YOU DON'T HAVE SLOWDOWN:
- Enable 8-bit Textures (if you haven't)
- Upscale a bit to x2 (or maybe even x3)
- Toggle Dynamic Vsync
NOTE: Like I said, the Persona games runs with less bugs the less speed/hardware hacks you use. The optimal settings would only need the MTVU hack and nothing else.
