Persona 3 FES question

I have a question about whether my computer is able to emulate this game. I tried it and the FPS keeps jumping from 30-60. The normal gameplay is about 40 FPS. Is my computer not good enough to play or am I configuring it wrong?

My Computer Specs:
-Intel® Core™ i7-740QM processor 6MB L3 cache and 1.73GHz processor speed
-6GB DDR3 memory
-ATI Mobility Radeon HD 5870 graphics 1GB GDDR5 memory

1.73 Ghz is quite weak.
better overclock it to 2.8-3.0 Ghz if possible.

I've always wondered about overclocking but I really don't know how. Is there a button or a tutorial that teaches how?
