Persona 3 Slowdown

My specs are: Intel Core i7-3632QM CPU @ 2.20GHz

8 GB of RAM

Intel HD Graphics 4000

Windows 8.1

Two years ago my laptop stopped working and I recently got it working again. Prior to the issue, Persona 3 (ISO) ran just fine. Never could recall an issue with the cutscenes or the gameplay.

Today I upgraded PCSX2 to 1.40 and started up Persona again. Unfortunately now the cutscenes slightly stutter and gameplay runs at about 38-40 FPS at 70% speed. It seems like it slows down more when more characters are on screen. I haven’t messed with any of the settings from the default in the newest build of 1.50 so I’m not sure what I could do to get things back to how they were two years ago. If anyone could help me out, I’d greatly appreciate it.

I haven't messed with any of the settings. Everything is default.
