No Willkuer Windows 7 and 8(.1) have a permission bug even with UAC turned off, I had the same with GeDoSaToTool from Durante, UAC is standard turned off in every installs I make of Windows.

I would start by making an image with IMGBurn of your disc and also install it in a different folder, windows 7 and 8 have a permission bug even in the users folder (Program Files is the 2nd), if you have a 2nd partition/harddrive install PCSX2 there or make it in the root of C, like C:\PCSX2.

This is only the basic needs what most people who trying to help you asking you to do, since an Image runs better then the physical disc and Permission bugs will happen aswell and is just to shut that problem out

Well you started several times the internal recorder (I think hotkey is F12 (?)). But other than that and the fast switching between PAL and NTSC (which might be normal) nothing seems to me suspicious...

no information about your GPU and 1.7 ghz is really actually too low for PS2 Emulation. The 2.4 is with 1 core (Turbo Mode).
