So do you think it's normal without the hack though I can't run the the game at full fps, this was my original question. thanks

The NFS games on pcsx2 are extremely demanding for some reason.

Something to do with EA.

So to answer your question, yes it is normal.

It's very normal. Think about it. If the VU is using 40-45% of a CPU core and without the hack, that is on the same thread as the EE, 65 + 45 = 110%, which an impossible figure. As a result your FPS will lower as the "EE" (which will be the EE and VU) will max out the core it is running on. So yes, perfectly normal.

Use that hack, it's pretty safe for most games and gives CPU's with 3+ cores a huge boost

What are the indicators that when using the hack that it is cause of the hack and not PCSX2 it's self ? I guess I answer this question myself turn off the hack and try to run the game again ?

Last question, When I dumped my bios a while back I got a bin file only and it works fine, then again it's been a while. Anyway I did notice a message in the window log for a couple of years now but never mentioned before, it says when booting a game:
''BIOS rom 1 not found, skipping''
''BIOS rom 2 not found, skipping''
''BIOS erom not found, skipping''

It's not saying ERROR or anything like that. But I've seen this message appear every time and thought I asked about it. Are most of you guys seeing this message too also is this important at all ? thanks

By the way I'm not asking for any missing files nor where I can find them on the net either.

Those messages are perfectly normal. I get them too. Nothing to worry about.
