Plugin Failure ZeroGS

Hi I'm trying to get this to work on my laptop
and i have everything I configured just about (I think) but when I press done it says: Could Not Load GS Plugin 'plugins': <NULL>
the plugin is in the directory but it won't load and the command screen says:
Plugin Load Failure: plugins\ZeroGs.dll
SysLibError Message: <NULL>

There are also some things I can't configure or doesn't show up at all that the guide says to which are:
ZeroGS v0.97.1
LilyPad 0.9.11 (won't let me save my desired controller functions (Xbox 360 controller))
EFP Iso CDVD v0.6.0
EFP Polling CDVD v0.4.0

could it be my laptop performance?
it's windows vista premium

220GB HDD available

You should try setting your plugin directory first. The problem is your plugin directory not in the default install location.

run as admin (right click pcsx2->run as admin)
Windows 7 64bit
