if your 4750 is still the card you are using, it does not have directx 11, you are limited to 10.
try changing that and see if it works.

well, when i do dxdiag, it says i have directx 11. i dont have the option in pcsx2 to do dx11 anyways

Ok, you have a file permission problem.
Either right-click pcsx2.exe > run as administrator or move the PCSX2 installation somewhere that allows you to write.

It works! the game is running at 5 fps tho, is that because of my specs?

That depends largely on the game you want to play and your PCSX2 configuaration.
