I don't think it's possible, especially if you saved your game with cheats enabled.
That said, if you start the game with cheats disabled + load from memcard, you may have a slight chance ..

So, I just made an xdelta patch for Sega Rally Championship 1995 (PS2) that consists of a (really)simple hex edit to remove all the annoying Voice Over lines that play as you approach turns like: 'Medium left caution!' and 'Very long medium right maybe!' and also lines like 'Oh God!' (crashing) and 'Turn around!'
I thought it'd be neat to write up a very short mini tutorial for anyone who has Sega Rally '95 and may interested in creating the same little patch/hack for themselves.
(Tutorial is attached below).
I plan to (re)create the same hack for the original Saturn version also.
Update:
I've rebuilt my xdelta patch using a cleaner, more compatible patching method and decided to update the mini tutorial as well.
(You where right jesalvein, using Apache is a better way to go about patching ISOs than vcd/imgburn. )
