Problem loading save

I downloaded a .cb2 file from gamefaq and used the program to upload it to my card.  It says it's present on the card but it's not showing up when I load the game (FFX-2)
Any ideas why it's not showing up?

Does the save have to be identical to the type of game?  (north america, japan, etc?)

Yes it does
